울산시의회 의정활동분석

Abstract

본 연구는 필자가 1995년에 작성한 제1대 시의회 의정활동에 대한 분석논문의 후속으로 제2대 울산시의회의 활동성과를 주요활동 별로 구분하여 실증적으로 분석한 것이다 구체적으로 울산시의회 활동을 조례제정, 예결산심의, 시정질의, 시정감사, 시민의견수렴활동 등 다섯개 분야로 구분하여 분석하였다. 이 논문은 1995년 논문의 분석틀을 그대로 사용하였으며, 제1대 시의회의 활동과 제2대 시의회의 활동을 비교 분석하였다. 이러한 점에서 이 연구는 우리가 막연히 지방의회가 도대체 어떠한 역할을 하였을까 하는 의문, 또는 시의회가 하는 일이 무엇이냐 하는 식의 다분히 주관적이고 감정적인 평가에 대해서 일정한 해답과 '반론'의 근거를 제공하였다는 데에서 그 의의를 찾을 수 있다.

This study analysed the activities of Ulsan Metropolitan City Council from 1994 to 1998 along five dimensions, 1) ordinances enactments and amendments, 2) budget consideration, 3) Questions on city affairs, 4) inspection on city administration, 5) collection of public opinion. I used the frame of analysis as same as that of my article which was published in 1995. With the same frame of analysis, I attempted to compare the second term Council with the first term Council. This article will be used as a basis of evaluating the activities of Local City Council objectively.
