공단주변 주민의 환경태도와 환경운동

Abstract

이 글은 울산과 여수의 공단 특성과 환경악화 정도, 초기 이주사업 과정 등을 살피고 공단주변 주민의 일반적 특성, 환경의식과 일상적 환경행동을 비교함으로써 이주요구운동의 배경을 고찰한다. 그런 다음 울산공단, 여천공단 주변 주민의 환경운동 참여도와 이주사업 요구를 종합적으로 검토하여, 초기의 이주사업과 차별화되는 현 단계 이주요구 운동의 논리를 조명하고 있다. 분석의 결과 울산공단과 여천공단의 주민들은 환경정의 가치관에 가장 친화적 이며, 추가비용이 드는 무공해 농산물의 소비보다 재활용 쓰레기 분리수거와 같은 일상적 환경행동을 좀더 많이 실천하고 있다. 이주요구를 둘러싸고는 현재 이주사업이 계획되고 있는 여천공단 주변 주민의 의지가 비교적 강한 편으로 나타난다. 그러나 도시 전체의 총량적 환경악화가 불가피한 잘못된 이주정책을 불식시키기 위해서는 현 상태 삶의 질 개선을 아울러 중시하는 을산 주민의 태도도 높이 평?〉? 필요가 있다. 또한 여수에서 상대적으로 부각되는 고용대책과 기업부담 강화의 요구는 법적 근거없이 미봉책으로 일관해 온 이주사업의 근본적 개선에 중요한 실마리가 될 수 있을 것이다.

This paper examines the characteristics of the environmental movement for the relocation of the polluted area residents near the Ulsan and Yosu industrial complexes. Results of the analysis show that residents in those areas prefer the 'environmental justice 'viewpoint and the recycling practice to other environmental values and behaviors such as the 'environmental management' paradigm and the consumption of pollution-free vegetables. Around the relocation issues, we can find that demands for the new relocation site are stronger in Yosu than in Ulsan. However, to solve the problems of the current relocation policy which may result in the overall degradation of the environments, it is necessary to underline the attitudes of residents in Ulsan which emphasize the improvement of the quality of life in their residential areas.
