基礎硏究組織의 創意性 向上을 위한 人的資源의 管理戰略

Abstract

이 논문은 基礎科學 硏究組織에 있어서 創意性을 높이기 위한 人的資源管理에 관련된 문제를 다룬다. 創意約인 硏究活動을 하는 기초연구조직에서의 가장 중요한 資産은 硏究者이다. 따라서 본 논문에서는 개인 연구자의 創意的인 연구과정과 연구활동의 社會約 規範에 관한 고찰을 통하여 창의적인 연구의 高揚을 위한 관리전략을 도출하고, 특히 기초 과학 연구조직?? 효과적인 연구관리를 위하여 창의적인 연구라는 專門職業的 役割遂行에 필요한 知識을 가진 연구자를 雇用하는 문제 그리고 이들에 대한 보상체계와 評價를 위한 行動戰略을 논의하였다.

This paper is an attempt to explore, in a tentative and preliminary way, the issues related to managing human resources for fostering creativity in basic research organizations. Researchers are most vital resource in creative basic research organizations. Therefore, the argument begins with an attempt to characterize the process of scientific discovery. Some of the basic management strategies fur fostering creativity are then identified, and discussed with existing norms in scientific community. This paper argues that basic research organizations must hire and retain creative scientists with the appropriate knowledge and skills necessary for assuming the professional roles for creative research. Reward and appraisal systems for research professionals are also discussed.
