미국 연방선거에서 후보무관련 선거운동(Independent Expenditures)의 실태와 미래

Abstract

본 논문의 목적은 1976년 이후 미국 연방선거에 나타난 후보무관련 선거운동(Independent Expenditures)의 역사와 특징을 설명하고 그 실태와 문제점을 분석하며 2000년 이후 미국 선거에서의 향방을 예측을 하는데 있다. 1976년 연방대법원의 판결의 결과 등장한 후보무관련 선거운동은 1970년대 초 법제화된 선거개혁을 훼손시킨다는 끊임없는 비난에도 불구하고 시민의 기본권의 일부라는 주장에 힘입어 20여년 동안 미국의 선거에서 크고 작은 변수로 작용해 왔다. 미국선거에서 흑색선거운동의 돌풍을 일으켰을 뿐 아니라 흑색선거운동의 비효율성을 입증하는데도 많은 기여를 한 후보무관련 선거운동은 비록 1980년대 중반 이후 그 세력이 약해지기는 하였으나 시민의 기본권에 토대를 둔 또 다른 형태의 선거운동인 쟁점지지 선거운동(Issue Advocacy)의 출현에 중요한 발판이 되었다고 볼 수 있다. 본 논문은 1996년 선거 이후 출현한 쟁점지지 선거운동에 대해서도 간단히 소개한 후 쟁점지지 선거운동이 2000년 이후 후보무관련 선거운동을 대체할 것이라는 조심스러운 예측을 제시한다.

Independent expenditure campaigns also became the stepping stone for issue advocacy spending although their popularity has decreased since the mid 1980s. This paper also briefly deals with issue advocacy and forecasts that it will gradually replace independent expenditure campaigns after the elections in 2000.
