- 교섭창구 단일화방안으로 미국의 배타적 교섭대표제도가 관심을 끌고 있다. 이 제도는 다수결원칙을 그 최대의 장점으로 한다. 그러나 이 제도가 미국에서 정착할 수 있었던 배경에는 우리와는 다른 미국 특유의 역사와 문화가 있다는데 주의해야 한다. 따라서 이 제도의 도입은 신중한 검토가 전제되어야 한다. 또한 사용자의 부당노동행위 등 여러 문제점에 대한 해결방안 역시 강구되어야 한다.
The doctrine of exclusive representation in America is attractive as a method for the employer and the trade union to bargain collectively only one time in a company. This system has a great merit because of its majority rule. But we should not forget that this system has been developed by the history and culture of America. So we should carefully examine the doctrine of exclusive representation to introduce American scheme to Korea. And we should solve some previous questions such as how to prevent emploer's unfair labor practices.
