민선 자치단체장 이후의 환경정책의 변화 분석

Abstract

이 글에서는 민선 지방자치단체장이 등장한 이후 우리의 지방정부들의 환경정책에 어떠한 변화가 나타났는가를 개괄적으로 분석하였다. 이를 위해 우선 지방자치의 실시가 지방정부의 환경정책의 변화에 미치는 영향을 이론적으로 검토하였으며, 이를 토대로 민선단?셈揚? 등장한 이후의 환경정책의 변화를, 자치단체의 정책성향이 개발과 환경보전 중 어디에 중점이 두어지고 있는가, 환경규제활동은 어느 정도 변화하였는가, 지역환경정치는 어떻게 변화하였는가, 환경조례와 아젠다21의 작성과 같은 새로운 환경정책의 도입이 어떻게 나타났는가 등을 중심으로 살펴보았다. 그 결과 민선자치단체장이 선출된 이후 지난 1년 동안 우리의 지방자치는 여러가지 면에서 성과를 거두었지만 환경분야에서는 긍정적인 영향보다는 부정적인 영향이 더욱 두드러지게 나타난 것으로 보인다.

This article analyzed what has been changed in environmental policies of local governments in Korea since the directors of local governments were elected by the people. For this research purpose, at first the writer made a theoretical review on the influences of local autonomy on environmental policies. On the basis of theoretical review, I evaluated the changes according to the subjects as follows: 1) the policy orientation of local governments, economic development or environmental protection, 2) local environmental politics, especially the participation of the people, 3) the introductions of new environmental policies, for example, local agende 21, environmental rules, 4) environmental protection activities. The results of this study reveals that our local autonomy system has made a negative influence on the environmental protection.
