북방정책과 행정체제의 변화방향

Abstract

최근의 국제환경의 변화는 혁명적이라 할 만큼 급격한 변화를 보이고 있는데, 이러한 환경변화에 대처하기 위한 정책 가운데 하나가 북방정책이다. 북방정책이 그 동안의 커다란 성과를 기반으로 궁극적인 효과를 거두기 위해서는 북방정책의 수립과 집행의 핵심이라 할 수 있는 행정체제가 새롭게 변화되어야 한??. 그 변화는 행정제도적 측면의 분권화와 조정기능의 강화 및 행정행태적 측면에서의 자율성과 사고의 신축성 확보를 위한 변화노력으로 요약될 수 있다.

The world has experienced a revolutionary change, especially in the political and economic order. 'Nordpolitik' is one of the policies to meet the change. In order to accomplish the goals of Nordpolitik, the administrative system is to be reformed both in behavior and institution. The prescriptions are summarized as follows: the decentralization of decision-making power, the institutional establishment for coordination of interrelated policies, and the autonomy and flexibility in administrative behavior.
