북한의 핵무기 개발과 한국의 안보에 관한 정책적 대안 연구

Abstract

새로운 국제질서를 맞이하여 한반도를 둘러싼 안보환경은 급격한 변화를 맞이하고 있다. 이러한 급격한 변화는 북한의 체제위기의식을 가져왔으며 그 결과 북한으로 하여금 핵무기개발과 보유라는 극단적 고단위처방을 강구케 만들었다. 현재 한?뭬횐맙? 있어 북한의 핵무기개발과 보유의지는 대단히 중요한 정치적 변수로 떠 오르고 있다.

본 연구의 목적은 이러한 문제의식을 가지고 북한의 핵문제를 해결하기 위한 정책적 해법을 찾아보는 것이다.

이를 위해 우선 한반도를 둘러싼 국제정세의 변화를 다각적인 시각에서 분석해보고 이러한 분석에 근거하여 새로운 질서에 따른 한국의 안보정책의 방향을 모색하였다. 그런 다음 북한 핵문제의 본질에 접근하여 문제를 해결하기 위한 해법을 찾기 위해 북한의 핵카드가 가지는 정책적 의미를 고찰해 보고 이에 입각해 한국의 북한 핵카드에 대한 대응전략을 정책좌표로 제시하였다.

이를 위한 연구방법으로는 문헌분석이 주로 사용되었다.

연구의 결과에 따른 정책대안을 집약, 정리하면 다음과 같다.

첫째, 북한의 핵개발과 보유에 대한 동기적 요인을 제거시켜야 한다는 것이다.

그러기 위해서 북한이 핵문제해결에 성실히 임할 수 있다는 확신이 설 수만 있다면 북한을 자극할 수 있는 독일식 흡수통일방안의 논의나 팀스피리트훈련등은 북한 핵문제의 진전상황을 주시하면서 탄력적이고 전향적으로 고려해 보아야 한다는 것이다.

둘째, 남북대화등을 통해 상호신뢰기?鳧? 조성토록 노력해야 한다는 것이다. 북한의 고립적이고 폐쇄적인 사고를 개방적이고 합리적인 사고로 전환시키기 위해선 남북한간 신뢰감이 조성되어야 하며 이를 위해선 남북대화형식이건 특사교환이건 정상회담형태이건 형식에 구애됨이 없이 한국은 인내와 끈기를 가지고 핵무기 개발과 보유가 남북문제해결과 북한체제유지를 위해 별 효험이 없다는 점을 북한당국이 주지하도록 설득해야 한다는 것이다.

세째, 이러한 유화적 정책을 우선적으로 하여 북한의 핵무기개발과 보유에 대한 동기적 요인을 제거시키고 신뢰회복노력을 집중시키는 일방, 북한이 이러한 한국의 의도를 악용할 때를 대비한 대안으로서 종전까지의 회피전략을 과감히 벗어난 보다 적극적인 대응전략을 구상하여야 한다는 것이다.

결론적으로, 한국은 국제공조체제를 유지하면서 유화적 제스츄어와 적극적 대응전략을 병행하면서 북한의 핵무기 개발과 보유를 위한 노력에 제동을 걸 수 있도록 진력해야 하되 국제적신질서 아래에서도 한국과 북한은 같은 민족이며 2000년대 통일한국의 위업을 이끌어 나갈 주체라는 자아의식을 버려서는 안된다는 것이다. 오히려 2000년대에는 근대화된 중국과 재무장된 일본이 통일한국의 제일의 가상적이 될 가능성이 매우 높은 것이다. 따라서 장기적 안목에서 통일한국의 위상을 제고시킬 수 있는 지혜로운 북한핵의 해결방안 모색에 지혜를 모아야 할 것이다.

In the presence of new international order, the domestic and foreign national security environments have been changing drastically. These changes affect the strategy for defense of North Korea. It continuously stimulates the plan for holding nuclear weapons for North Korea. The development plan and holding will for nuclear weapon in North Korea become a critical point for South Korea's security.

This paper is designed for finding possible policy solutions against North Korea's strategy. The solutions are as follows. First, the South Korean government should remove immediately North Korea's intention for developing nuclear weapon. Second, mutual confidence between two countries should develop through increasing opportunities for South-North dialogue, and summit conference. Third, in addition to these indirect policies for reducing North Korea's intention, the South Korean government should establish a direct measure for solving North korea's moral hazard as well.

In conclusion, the South Korean government should take an initiative for the unification of North and South Korea by reducing the possibility of the development of nuclear weapon in North Korea. Furthermore, South Korea's strategy against that of North Korea should be built by taking a consideration of new international order among other giant countries such as Japan and China after the unification.
