사회주의권의 개혁과 국제정치질서의 변화

Abstract

이 연구는 사회주의권 특히 소련 및 동구권의 개혁이 사회주의국제관계 및 일반 국제정치질서의 변화에 미친 영향을 분석하는 데 목표를 두고 있다. 고르바초프의 집권을 계기로 가속화된 구사회주의권의 개혁이 본래 사회주의로부터의 이탈이 아닌 개량을 목표로 한 것임에도 불구하고. 그것이 국제정치질서의 재편에 미친 영향은 간과할 수 없는 것이다. 구체적으로 사회주의권의 개혁은 국제적 상호의존 관계의 가치를 재인식한 바탕 위에서 추구된 것이었으나 그 결과가 사회주의의 몰락으로 이어지자. 그것은 사회주의권의 국제정치적 영향력을 축소시키면서 2차대전 이후의 냉전체제를 이완시키는 주요 변수로 작용하고 있다. 이 결과 미국만이 초강대국으로서의 지위를 유지하게 됐음은 걸프전을 통하여 입증된 것이려니와 또한 그것은 국제정치질서의 재구조화 방향과 관련하여 중대한 함의를 내포하는 것이다. 그러나 미국의 경우에도 냉전체제의 이완으로 말미암은 군사력의 효용 감소와 제반 국내문제로 말미암아 국제정?÷? 역할이 제약되고 있을 뿐만 아니라 국력의 하강 추세 또한 불가피한 현상으로 이해되고 있다. 따라서 사회주의권의 개혁 이후 국제정치질서는 당분간 一極下多極體制를 유지하되 장기적으로는 유럽의 통합. 일본의 정치강대국화. 중국의 독자노선이 구체화되면 다극화의 방향으로 점차 재구조화될 것이라고 여겨진다.

The purpose of the study is to analyze the relation between the reform in the former socialist countries, especially in the case of Soviet Union and East European countries, and the transformation of global political order. The reform policy in itself initiated by Gorbachev did not aims at deviation from socialism. but reformation of it. Nevertheless, its influence upon the transformation of international political order is much considerable. As the policy relying on the positive revaluation of international interdependence has brought about dissolution of socialist systems, their power upon international relations was immediately declined. In result, we can see the reconstruction of international political order from bipolar system to multipolar one. Reform of the some former socialist countries has played a major role in the destruction of international Cold War order
