시민과 함께 하는 미래의 경찰상(警察像)에 관한 연구

Abstract

본 연구는 세계화라는 무한경쟁의 시대에 살아 남을 수 있는 국제경쟁력을 가지는 경찰의 나아갈 표상을 설계해 보고자 하는데 목적을 두고 있??. 이를 위해 시민을 감동시키고 그들과 함께 그리고 더불어 나아갈 수 있는 21세기가 요구하는 민주적 경찰상을 정립해 보고자 하는 것이다

경찰이 새로운 개혁의 주체로 거듭 태어나 세계화의 주역으로 나아가기 위해선 무엇보다 시민의 지지를 받는 경찰이 되어야 할 것이다. 국제경쟁력을 갖춘 경찰, 시민의 지지와 그들과 함께 하는 경찰, 그리고 깨끗하고 솔선수범적인 시민의 경찰로 위상을 제고하기 위해선 시민들이 인정하고 아끼고 사랑하는 경찰로 탈바꿈이 되어야 하는 것이다.

이미 경찰은 이러한 전략적 행보를 시작하고 있다. 경찰이미지쇄신과 대국민 서비스강화라는 개혁목표아래 부단한 노력을 경주하고 있는 것이다. 이러한 개혁활동 중 시민과 더불어 함께 하는 개혁 즉 경찰이미지쇄신과 대국민 서비스 강화에 초점을 맞추어 개혁의 현황을 조명해 보면 첫째, '포돌이 이동봉사대'의 운영, 둘째, 울산청 명예기마경찰대를 위촉 · 운영, 셋째, 대국민 친절화운동의 전개, 넷째, 민원인 배웅자세의 개선, 다섯째, 민원부서 경찰관 얼굴실명제의 실시, 여섯째, 경찰캐릭터로 포돌이를 선정하여 친근한 경찰상을 부각, 일곱째, 경찰관서를 주민친화적 환경으로 개선, 여덟째, 경찰관서를 시민들에게 개방, 아홉째, 유치원 및 지역반상회의 참여, 열번째, 지역사회경찰체험프로그램의 실시, 열한번째, 112순찰차 활용 고액현금인출시 호송제도 실시와 112신고센터를 통한 사건 처리결과통보, 열두번째, 적극적인 공보 및 홍보활동, 열세번째, 교통단속의 개선과 민 · 관합동감시체제의 구축 열네번째, 치안활동의 강화 등을 열거할 수 있다.

본 연구에서는 이러한 활동이외에 시민과 함께 하는 21세기 민주경찰의 나아갈 방향을 나름대로 정립을 하였다 그 내용을 집약하면 첫째, 경찰이미지의 개선을 위한 새로운 노력의 필요성 둘째, 민원행정의 개선을 위한 새로운 노력의 필요성 셋째, 시민경찰학교의 개설 · 운영을 위한 새로운 노력 넷째, 부패 · 부조리근절을 통한 경찰의 신뢰회복 및 증진노력 다섯째, 책임행정과 실명행정구현을 위한 노력 여섯째, 경찰행정의 경쟁력 · 생산성 증대를 위한 노력 일곱째, 경찰행정의 전문화를 위한 노력의 필요성 등을 제시 할 수 있다.

이와 함께 노를 저어 나가는 것 보다는 방향을 잡아주는 경찰이 되어야 하겠고, 지역사회와 시민들에게 서비스를 제공하는 것으로 만족하지 말고 그들에게 실질적인 권한을 부여해 줄 수 있는 경찰로 탈바꿈을 하여야 하며, 경찰 자신의 요구가 아니라 고객들의 요구와 욕구를 충족시켜 줄 수 있는 경찰로 탈바꿈해야 하며, 미래에 대비할 수 있는 예방적 경찰이 되어야 한다는 것이다. 그리고 종전의 중앙집권적 경찰처럼 위계적인 조직이 아니라 참여와 팀워크를 중시하는 수평적이고 전문적이고 분권적인 경찰조직으로 나아가야 할 것이다.

As we look to the 21st century, korean police system will need to strategically transform their minds, institutions and workforces as they assume even more importance in the korean intergovernmental system.

Each solution tends to create its own new set of problems, which in turn will create a new set of reforms. Although this cycle of reform is beneficial for those of us interested in the process of change, it is less so for those involved in the process. Frequent changes tend to create cynicism about reform efforts both inside and outside the public sector. However, we have to do such efforts.

The Purpose of this study is to suggest a better prospectus of korean police through citizen's participation. The results of this study indicate that the influential alternatives expected to affect korean police reform policy in the future are : 1) improvement of police image 2) enhancement of field administrative service 3) policy academy for citizen 4) rebuilding public trust 5) creation of responsiveness administration 6) enhancement of productivity 7) professionalism of police service.
