울산시 생활보호대상자의 생활상태와 복지욕구에 기초한 국민기초생활보장법제정에 대한 검토

Abstract

이 글은 울산지역 생활보호대상자?湧? 생활상태와 복지수요를 나타내는 지방자치단체의 자료를 이용하여 국민기초생활보장법을 재평가하는데 목적이 있다. 국민기초생활보장법은 기존의 생활보호사업법의 문제점을 해결하는 새로운 공적부조제도로서 거택보호자들의 빈곤탈피에 도움을 줄 수 있다. 그러나 울산광역시에 거주하는 생활보호대상자들의 생활상태와 복지수요를 기초로 하면 여전히 많은 보완대책을 필요로 한다. 울산광역시에 거주하는 생활보호대상자 가운데 노동능력이 부족한 노인과 장애인, 소년소녀가장 등이 많다는 점은 이들의 생계유지와 삶의 질의 개선을 위해서 생계비가 절대적으로 필요하고 이외에도 가족생활의 유지와 의료지원 등의 복지혜택이 필요함을 의미한다. 특히 자활보호대상자들은 대부분 임시직과 일시직 등 불안정한 취업상태에 있기 때문에, 이들의 노동능력과 취업경력, 그리고 가족형태에 적합한 복지프로그램이 보완되어야 한다. 구체적으로는 생계비ㆍ보건의료비 등 직접적인 지출비용항목을 보조하고, 직업훈련ㆍ취업알선ㆍ생업자금융자와 같은 취업지원대책도 보완함으로써 더욱 발전된 공적부조제도를 만들어야 한다.

This paper examines the new National Public Assistance Programs in Korea. The Korean government established the National Public Assistance Programs, by which most poor people could receive the living assistance from the government after 2000. Yet, based on the research data in Ulsan Metropolitan City, the National Public Assistance Programs could not guarantee the basic life of the poor people. There are several recommendations for the poverty-relief, such as medical assistance, free education, job training programs, and job creation assistance. Only when the government adds such assistance programs to the current National Public Assistance Programs, it could be in a road toward the welfare state without poverty.
