울산 지역의 산업구조조정과 테크노파크 건설

Abstract

이 글은 지역혁신체제론의 관점에 입각하여 울산 지역경제의 현황을 분석하면서 산업구조조정의 방향을 제시한 후, 산업구조조정이 개별 경제주체들 및 그들간의 상호신뢰와 협력을 통해 제대로 진행되는지를 분석했다. 울산 지역의 산업구조조정은 중화학공업의 고부가가치화를 추진하는 가운데 점진적으로 첨단산업의 병행발전을 실현하는 방향으로 추진 해야 한다. 그러나 울산 지역경제의 주체들은 이와 같은 방향으로 산업구조조정을 제대로 추진하지 못하고 있다. 특히 대기업과 중소기업간의 하청거래가 서로의 기술혁신능력에 기반을 둔 상태에서 대등하고 협력적인 방식으로 이루어지지 못하고 있다. 울산 지역의 산업 구조조정이 성공적으로 이루어지기 위해서는 지역경제 주체간의 상호신뢰와 협력에 입각한 지역혁신체제가 형성될 필요가 있다.

I tried to show how the regional economy is trying to move toward upgrading the existing industrial structure in Ulsan metropolitan area. however, the regional economy has many problems in terms of regional innovation system. The big conglomerates dominate the small and medium companies by squeezing the price for which they deliver their goods. The essence of regional innovation system is to strengthen the technological innovation ability of small and medium companies. By forming the equal and cooperative relations between big companies and small and medium companies which are based on their technological innovation ability, the regional economy will move toward upgrading the industrial structure in Ulsan metropolitan area successfully.
