정부의 사교육비 경감대책 기본계획에 대한 분석

- Abstract
- 최근 정부에는 사교육비 경감대책이 교육정책의 핵심으로 보고 사교육비경감대책의 기본계획을 발표하였다. 현재 교육인적자원부는 한국교육개발원에 의뢰하여 사교육비 실태조사 및 여론조사를 하고 있다. 기본계획은 학벌주의 타파와 같은 추상적 과제부터, 교육과정, 학교제도의 개편, 입시제도, 특기적성교육, 학원의 학교내 유치 등 광범한 과제들을 포함하고 있다. 이글은 정부가 제시한 사교육비 경감대책의 기본계획을 몇 가지 기준에 의하여 분석하였다. 주로 적합성, 실현가능성, 실효성, 명료성 등으로 관련된 해석과 그에 따른 대안제시가 모색되었다.
The Ministry of Education and Human Resource Development(MOE) has recently submitted a policy report decreasing the parents' economic expense for private tutoring. The Private tutoring has been one of the crucial issues in Sout Korea in that the private tutoring has led the society to the ruining of schooling, the excessive economic-expense of the parents, negative effects of school curriculum, and the barrier of social mobility through education. The report includes lots of educational issues in different directions. This paper critically analyzes the report by the evaluation of effectiveness, appropriateness, and adequacy.
