조직이론상의 조직발전(Organization Development)의 위치와 한국에서의 적용가능성을 위한 연구

Abstract

본 연구에서는 조직발전이론의 역사적 발전배경과 기본적 개념, 더 나아가선 조직이론상에 차지하는 위상을 파악하고 조직발전이 지니고 있는 특성과 과정 목표등을 살펴보며 더불어 한국적 행정조직에 어떻게 적용시킬 수 있는지 그 방법과 타당성을 검토하고 이러한 분석과정에 서 제기된 문제점에 대해선 정책과학적 차원에서 정책대안을 도출해 보는데 이 논의의 목적이 있다.

조직발전의 한국공직사회에 있어서의 적용은 현단계로선 미숙하며 제도적으로나 문화적으로 미흡한 감이 있다고 하겠다. 그러나 이러한 현상과 문제점이 있을수록 조직발전의 적용이 필요론 되는 상황인 만큼 상관은 상관으로서의 위치와 리더쉽을 지니고 부하들은 부하로서의 위치와 열의를 지니고 조직 발전의 여러 철학과 접근법, 기법 등을 한국적 상황에 맞게 받아들여 적극적으로 수용할수 있는 자세가 필요로 된다. 이러한 입장에서 본 연구에선 열 가지의 정책 대안을 제시하였다. 물론 추상적이긴 하나 하나의 정책 좌표를 제시한다는 데서 의미를 지닌다고 보고 실제적인 전략구성에 이러한 정책 좌표를 활용한다면 실제 조우디는 조직상의 또는 인사상의 제문제를 타개해 나가는데 일조를 할 것이다.
