지방정부 경영화 전략에 관한 연구

Abstract

지방화시대가 본격적으로 제기되면서 지방정부는 사회·경제·문화적 여건에 상응하여 그 역할과 기능에 있어서 새로운 변화를 요청받고 있다. 지방정부는 한정된 자원과 예산으로 지역주민들에게 보다 다양한 행정서비스를 공급해야하므로 지방정부에 대한 경영의 기능을 강조하고 있다. 즉 지방정부의 경영합리화와 재정의 효율화를 통한 생산성의 제고가 강조되고 있다는 것이다. 이러한 시대적 요청에 따라 각 지방정부는 자주재원확보의 한 수단으로 경영화사업을 추진하고 있다. 본고에서는 울산광역시를 중심으로 경영화사업 추진 실태의 분석을 통해 지방정부경영의 한계 및 문제점을 진단해보고자 한다. 이러한 연구는 각 자치단체가 앞으로 지속적인 관심을 가지고 신규사업 발굴을 통해 경영수익사?汰? 추진해 나가는데 있어 효율적인 운영·관리에 많은 지침이 될 것이다.

As the era of local governance has been raised in full-scale, local governments are confronting new changes in their roles and functions corresponding to social, economical and cultural environment. Since local governments should provide more &versified administrative services for their local residents within limited resource and budget, emphasis on the functionality for management is raised. That is to say, improvement of productivity through rationalization of management, and efficiency of finance is accentuated. According to such needs, each local government is carrying out enterprises as means to secure independent financial resource. In this research, the limits and problems of management of a local government are analyzed through investigation into actual conditions of current management enterprises in Ulsan metropolitan city. It is expected that this research will be a guide to effective operation and management for carrying out profitable enterprises with continuous concern and development of a new enterprise by an individual civil authorities.
