지방지치의 본질과 지방지치의 평가 및 발전방향

Abstract

지난 30년간 지방자치제도의 단절에 따른 지방자치의 욕구증대와 세계체제 속에서의 지방의 역할증대에 관한 인식으로 국민과 정치권 모두의 전폭적인 지지 속에서 지방자치가 실시되었다. 그러나 지방자치 실시 이후 제 1기 지방의회의 역할이나 지방자치의 효과에 대한 시민의 평가는 대체로 부정적으로 나타나고 있으며, 민선단체장 이후 지방자치의 효과에 대하여도 ?? 기대를 하지 않고 있는 것으로 나타났다. 본질적으로 지방자치제도는 장단점의 양면성을 가지고 있기 때문에 이러한 결과는 당연하다고 할 수 있다. 그러나 지방자치의 발전을 위하여는 1) 법적 제도적 측면의 보완, 2) 주민위주의 행정서비스 공급체계로의 전환과 행정조직의 리엔지니어링, 3) 지방의원의 역할정립과 지방의회의 위상강화. 4) 주민참여의 활성화와 통로마련이 우선적으로 필요하다.

The increasing desire for the local self-government and the understanding of the expanding local roles in the recent world system have reintroduced the local self-government system in Korea with the full support of both grass-roots and politicians. However, the survey results shows that Korean citizens negatively evaluate the roles of the council members and also do not expect much about the outcomes of the self-government after the mayor-election. These results may be due to the double-faced nature of the self-government system. For development and settlement of the self-government system in Korea, the followings are necessary: 1) enlargement of legal and institutional power of the local governments; 2) reengineering of local administrative structure for the direction of service delievery system for citizens' interests; 3) improvement of council memebrs' abilities and consolidating councils' power; and 4) activation of citizen participation.
