환경민원의 발생요인과 해소방안:울산시 사례분석과 설문조사 결과를 중심으로

Abstract

이 연구에서는 환경민원의 원인과 유형을 검토한 다음, 울산지역 환경민원의 전개과정에 대한 실증적 사례분석과 울산시민을 대상으로 환경민원에 관한 설문조사를 실시하였다. 그리고 결론에서는 사례분석과 시민의식 조사결과를 중심으로 울산시의 환경민원을 합리적으로 해소할 수 있는 방안을 제시하였다.

울산시가 환경민원에 효과적으로 대응할 수 있는 방안은 다음과 같다. 첫째, 울산시는 지역에서 발생하는 환경민원에 대해 긍정적인 시각을 가질 필요가 있다. 둘째, 민원인들을 정책과정에 참여시켜 이들의 의견을 정책에 반영하려는 노력을 기울인다. 셋째, 환경민원 대상사업과 관련된 긍정적, 부정적 정보를 모두 지역주민들에게 공개한다. 넷째, 이러한 정보를 바탕으로 비용과 편익을 계산한 지역 주민들로 하여금 자발적으로 시설입지 여부를 판단하여 입지선정 지역간에 경쟁이 이뤄지도록 한다. 다섯째, 환경민원의 해결을 위한 적절한 중재 메카니즘을 개발한다.

The purpose of this study is to suggest the policy directions for the resolutions environmental civil petitions in Ulsan metropolitan city. This study reviewed theoretically the causes and patterns of the environmental civil petitions and analyzed the empirical process of the environmental civil petition case and surveyed public opinion. On the bases of the results of the case study and survey, this study proposed the policy directions for the resolutions of the environmental civil petitions in Ulsan metropolitan city as follows. First, the bureaucracies in Ulsan Metropolitan Government consider the environmental civil petitions as a positive one. Second the interested groups must be participated in the policy process. Third, all informations, positive or negative, about environmental facility projects have to be open to local residents. Fourth, they decide voluntarily whether to accept or to reject the proposal on the basis of their consideration for the benefit and cost. Fifth, the mechanism to mediate conflicts must be developed.
