환경운동과 환경정책

Abstract

이 논문은 1960년대부터 1990년대까지 우리의 환경운동이 어떻게 전개되어 왔고, 이들의 활동이 정부의 환경정책에 어떠한 영향을 미쳤는가를 개관한 다음, 90년대 이후의 환경운동이 환경정책에 미친 영향을 중점적으로 분석하였다. 이를 위해 환경운동의 개념과 유형 및 수단을 설명하였다. 70-80년대 중반까지만 하여도 우리나라의 환경운동은 주로 공단지역을 중심으로 국지적으로 발생하는 공해로 인한 재산상의 피해를 보상받기 위한 지역주민 중심의 일회성 피해보상운동이 주류를 이루었다. 하지만 90년대 들어 환경운동과 관련된 상황적 요인들이 변화되었고, 환경운동의 내부적인 역량도 성숙함에 따라 환경운동이 환경정책 변화의 중요한 요인의 하나가 되고 있다.

This article reviewed the development processes of the environmental movements in Korea from 1960s to 1990s. This study mainly analysed the influences of environmental actions on the environmental policies in Korea since 1990s. For this study, the writer explained the concept, types and instruments of the environmental policies. Most environmental movements of 1970s-1980s were those of which demanded compensations of the polluting industries for the damages resulted from the pollutions. But since 1990s, our environmental movements have become a strong political force which has had a great influence on the various governmental policies.
