R&D 成果의 事後平價에 관한 硏究

Abstract

R& D評價에 있어 主된 硏究成果는 資源의 效率的 配分을 위한 事前評價 즉 R&D프로젝트의 評價 및 選定模型에 관한 것이었다. 따라서 R&D成果의 事後評價問題는 그 실질적 중요성에 비해 相對的으로 소외되었다고 볼 수 있다.

本 論文에서는 R&D成果의 事後評價問題에 대하여 그 評價基準, 方法論 및 問題點들을 檢討·分析하고 事後評價의 活性化를 위한 앞으로의 方向을 제시하였다.

Up to these days, the major study of R&D evaluation has been concentrated on the R&D pre-evaluation for efficient resource allocation; the evaluation and selection of R&D projects.

Post-evaluation of R&D performance, therefore, has been underestimated in spite of its practical measuring R&D performance by econometric method.

In this thesis, I examine the criteria and the methodology of post-evaluation of R&D performance, and find out some problems to solve.

In conclusion, I suggest that the post-evaluation should be made not by a single variable or method but by multiple variable or methods which are inter-compensatory.
