Abstract

Argentina has been repeated its policy of actively accepting, controlling, or excluding immigrants according to various political, social, and economic situations and the interests of the elite. In 2004, the government of the center-left defined migration as one of the human rights and enacted the immigration Law 25871 based on immigrant's human rights. This has been recognized worldwide as a model for human rights-based migration laws. However, in 2017, the administration of center-right President Mauricio Macri promulgated a Decree of Necessity and Urgency 70/2017, seriously reducing immigrant's rights. The establishment of a restrictive immigration policy is made as the discourse expands, emphasizing the context that migrants can harm the social stability of the country as a pretext. This process can be explained through the securitization of immigration approach. This study attempts to reconstruct the history of Argentina's immigration policy with the securitization of immigration approach and tries to find which issues have led to the establishment of policy to restrict and control immigration according to historical trends.
